EUIPO Technical Visit to OSIM 11 September 2025 – Bucharest

On 11 September 2025, the State Office for Inventions and Trademarks (OSIM) is hosting in Bucharest the technical visit of a delegation from the European Union Intellectual Property Office (EUIPO), led by Mr. Carlos Azorín, Head of the Digital IP Infrastructure Service

The visit is taking place in the framework of the OSIM–EUIPO Cooperation Agreement signed on 8 January 2025 and is primarily aimed at assessing OSIM’s progress in implementing European Cooperation Projects and initiatives. These actions are directed towards strengthening bilateral cooperation with EUIPO, as well as deepening collaboration within the European Union Intellectual Property Network (EUIPN).

The partnership between OSIM and EUIPO is of strategic importance for Romania, being based on professionalism and shared responsibility. This dynamic cooperation is reflected in constant progress in the areas of digitalization and alignment with European standards, with a strong emphasis on increasing the efficiency of OSIM's activity and providing modern services that ensure fast and secure access to the protection of intellectual property rights, while also improving the user experience.

During the hybrid technical meeting, the EUIPO and OSIM delegations are addressing the following topics:

  • Current state of the European Cooperation Projects 2025, developed in the context of EUIPO’s Strategic Plan 2030;
  • Updates from OSIM on its involvement in the 2025 European Cooperation Projects for which it has expressed interest, with a focus on the contribution of OSIM contact points in the newly launched Virtual Communities of Experts;
  • Current state of implementation of the Regulation on Geographical Indications for craft and industrial products (CIGIs);
  • Transposition into national legislation of the new Directive on Designs;
  • Identification of future cooperation priorities, with an emphasis on strengthening bilateral relations and broadening OSIM’s engagement in forthcoming EUIPN initiatives.

OSIM is currently actively engaged in five new European Cooperation Projects launched under EUIPO’s Strategic Plan 2030, while its experts represent Romania in seven EUIPN Virtual Communities of Experts dedicated to strategic areas such as:

  • Design Classification;
  • The new competence on Craft GIs;
  • Transposition of the Design Directive;
  • The European Intellectual Property Information Centre (EIPIC) – support for business and innovation;
  • Development of new Common Practices (CP):
  • CP16 – Descriptiveness subject matter goods and services,
  • CP17 – Slogans,
  • CP18 – Descriptiveness of the geographical origin.

As of 2026, OSIM will also be represented in a new Virtual Community of Experts on IT security. This Community will serve as a platform for the exchange of expertise and best practices to strengthen digital resilience across the EUIPN, and will support national IP offices, including OSIM, by advancing the «IT security dashboard» initiative – a platform for IT security monitoring.

By hosting this technical visit of the EUIPO delegation in Bucharest, OSIM is reaffirming its strong commitment to:

  • supporting the implementation of the objectives of EUIPO’s Strategic Plan 2030;
  • actively contributing to the deepening of cooperation within the EUIPN;
  • enhancing its institutional role and the performance of its services, in order to meet the new challenges posed by technological progress and developments in the field of intellectual property;
  • strengthening the European intellectual property framework, to the benefit of the business environment and society as a whole, through initiatives aimed at fostering innovation, increasing competitiveness, and promoting sustainable economic development in Europe.
